Andrew McDonald - Chief Exectuive
Andrew McDonald was appointed by the Speaker to the role of Interim Chief Executive. He was previously the chief executive of Government Skills, the Sector Skills Council for central government and the Armed Forces. He has been a civil servant for the past twenty years and has undertaken a range of policy and operational roles including the delivery of a construction project, leading a new agency at its start-up and running the constitutional reform programme. Andrew spent 2005-06 on a Fulbright Fellowship at the University of California, Berkeley where he was writing a book on constitutional reform and national identity.
Adrian Rickard - HR Director
Adrian Rickard was appointed as Interim Human Resources Director for IPSA in December 2009. Over the last ten years, he has worked in a number of strategic and operational HR roles in central government, executive agencies and other public bodies. His primary focus has been the management of change and the building of organisational capability. Previously, Adrian held senior posts in the international oil, banking and insurance industries. His interests are golf, music and reading.
John Sills - Director of Policy
John Sills has been Policy Director at IPSA since February 2010. Prior to that John had been a senior civil servant at the Ministry of Justice and its predecessor departments since 1999, working on a variety of policy areas including legal aid, civil justice and elections and democracy. He also worked in the Court Service for three years as director of civil and family business. John joined the civil service in 1992, beginning at the Cabinet Office. For most of the 1980s, he worked for British Petroleum as an economist and business analyst.
Belinda Brown - Head of Secretariat
Belinda Brown has worked in policy roles in the the civil service for a number of years, largely within the Cabinet Office but also more recently in DIUS and BIS. Prior to that she has extensive private sector experience in both commercial and academic fields including commercial management of an in-flight company, setting up an academic institute and organising international trade policy conferences.
Philip Lloyd - Director of Finance
Philip Lloyd was appointed as Interim Director of Finance and Corporate Services in March 2010. He is a Fellow of the Chartered Institute of Management Accountants. Philip has been a Director of Finance and Corporate Services in the National Health Service, Central Government, and Private Sector over the last 18 years. He has been responsible for the successful establishment of government organisations: for his achievement at the Learning and Skills Council, Philip was awarded Accountancy Age's "Finance Director of the Year" in 2003 and in 2004 he won the joint National Audit Office/PwC award for Corporate Reporting.
Kate Mathers - Acting Director of Operations, Deputy Director of Finance
Kate Mathers is Acting Director of Operations and Deputy Director of Finance and Corporate Services. She is a Chartered Accountant and joins IPSA on secondment from the National Audit Office, where she has worked for over 9 years, auditing a range of central government bodies
