The HR function
The HR function in DECC is being established on an HR shared service basis. This means that there will be a small core senior HR team which is responsible for the strategic elements of the people agenda while the transactional and delivery services to the business groups will be provided by our service delivery partner(s). As DECC is a new department the HR team is in the process of creating our own HR policies and operating protocols.

Salary
The salary scale for Grade 6 (Range11) starts at a minimum of £52,778 to a target rate of £64,253.
Type of Appointment
This appointment is offered on a permanent basis, subject to the completion of a probationary period.

The Job
The Learning and Development Manager will be responsible for developing and delivering the DECC learning and skills strategy and the wider approach to talent management and leadership development. We are looking for someone who can develop a strategy that will enable DECC to invest our resources where they are most likely to have a real impact in improving our organisational performance. A key element of this will be to promote an approach that builds a learning culture and ensures that the individuals in the department maximise the return on the investment in their development.
The strategy must also address the needs this new department going through a period of transition as it builds its own unique identity, purpose and values. We will want to identify and develop talent using processes which promote equality of opportunity and enhance the diversity of our workforce. Everything we do will need to be firmly grounded in the Professional Skills for Government framework.
A critical aspect of this role will be to work closely with the HR Business Partners to ensure that the learning, development and talent agenda is aligned to the business strategy at business unit level, and that the package of solutions will fit with business requirements.

To be successful in the post the successful candidate will:
• Be able to demonstrate a high level of specialist experience in HR, including development of learning and development strategies, and delivery and implementation of the learning and development agenda;
• Have a proven track record of evaluating the effectiveness of delivered interventions of investment in learning and development and talent management;
• Proven and successful management of learning and development delivery partners;
• Although this role is not intended to be a training deliverer, the appointee will be expected to have coaching, facilitation and training delivery skills;
• Be able to demonstrate excellent communication and influencing skills at all levels in the organisation;
• Have strong awareness and experience of addressing the diversity agenda through both learning and development and talent management initiatives; and
• Have experience in procuring and negotiating contracts for training services.
Candidates should possess the relevant CIPD qualifications or be studying towards them.
